I disagree with much of Colonel Kaddafi and
Barack Obama recent practices in several issues, but the recent request for an
emergency session, to discuss the United Nations Security Council decision to postpone the discussion of Goldstone’s
report, and recent efforts by the U.S.
to prevent a UN resolution on the report deserve thumps up or down for the Libya n (Arab) and the
American Leader.
Since the mandate of Goldstone’s commission was
approved by the United Nations Human Rights Council in April 2009. World politics
moved in two opposite directions. The independent commission headed by a former
South African Constitutional Court judge Richard J. Goldstone (Jew by
nationality!), has published on September 15, 2009 a report dedicated to the
analysis of the Israeli and Palestinian actions during the operation “Cast
Lead” in Gaza strip on 27.12.2008-18.01.2009.
The United Nations Security Council is
scheduled to meet Wednesday to discuss Libya's request on a report that accused
Israel of committing war crimes during Israel's aggression on Gaza. Despite
recent efforts by the U.S. to prevent a UN resolution on the report, Libya was
"waiting for a push" on the behalf of the Muslim nations or the Arab
league to initiate a vote on the report's findings, New York sources said
Tuesday.
T he report , however
includes 36 cases of atrocities committed by the Israelis could be classified
as war crimes or violations of international humanitarian law. Israel is blamed
for committing numerous criminal actions, such as full-scale blockade of Gaza
Strip and implementation of the “collective punishment” measures. Israeli army
is also accused of killing numerous innocent Palestinian civilians,
non-justified destruction of civil objects such as mosques, houses, schools and
hospitals. Jewish soldiers also used Palestinians as a “live shield” during
military operation.
I wonder, why the United States, while pushing for peace settlement in the
Middle East,its
decision concerning the report is inconsistent with neutrality which is
expected in this case. Barack Obama, surely, under extensive pressure from pro-Jewishorganization
and their supporters in the Congress. But to look at future
positive perception toward USA.foreign policy
in general and in the Middle East in particular, we doubt such USA efforts to
reduce the importance of the report.
Despite these efforts by the U.S. to prevent a UN resolution on the
report. The report still publicly accused Israel of
committing war crimes during Israel's aggression on Gaza. This
fact have to be discussed and solved, especially the ruins of properties
and human victimization of non-military objects, such as children, women, and
old people.
I advice the USAsecretary of State,to be at least neutral after The mandate of Goldstone’s commission
was approved by the United Nations Human Rights Council in April 2009.
Another advice, for the USA is to take some of the
report’s recommendations to the UN Security Council seriously, to force Israel
to conduct within three months an independent investigation of the atrocities
mentioned in the report. If not, the
United States will look as if taking sides in this matter, which is consistent
with USA foreign policy during the Bush Administration, which Barack Obama
trying to change. President Obama to be consistent with his speech in Cairo
several months ago, is expected to hail the report in
order to look neutral. Because Arab and Muslim expectations
go back to sis pool of politics again.
The rest of this article explains the strong position
of Libya which holds two key positions in the UN which make it easier for the
country to initiate a session on the report - it is a member of the Security
Council, and one of its representatives is currently serving as the president
of the General Assembly. Therefore, Libya has the authority to convene the UN
Security Council to vote on the Goldstone report in the name of the Muslim
